We were founded in West Virginia at a time when no other organization existed to come to the aid of the horses, and we realize how important it is to expand the reach of rescue through out Appalachia. We know it is vital to assist counties\" animal control and law enforcement officers, teach the public and become leaders in the equine industry if we are to change in equine welfare. Heart of Phoenix is a POWERFUL advocate for All Horses in Appalachia. Poverty in our region means the need for education and assistance is tremendous, and we work to meet those needs.
