Provide to pet owners a non-kill alternative of transitional housing and adoption of pets when owners must relinquish pets; prepare pets for adoption with health care, spaying or neutering, socialization, training; offer low-cost vaccinations for community pets to reduce animal suffering, disease, death; promote pet spaying or neutering to reduce pet overpopulation; offer community animal care education.
